SATCOM Fleet System Engineers (FSE) supportvarious DoD RF baseband equipment and C4I systems located in the BasebandEquipment Rooms (BER) at Naval Computer and Telecommunications Station, Bahrain.
Support includes administration andmaintenance of systems, use and development of standard operating procedures,lead and coordination of troubleshooting efforts to resolve issues on supportedunits across multiple circuits, systems and facilities.
FSEs will serve astechnical advisor to NCTS Bahrain personnel related to Fleet networking and RFoperations in the C5F AOR.
FSE shall provide support and administration for theAutomated Digital Network System (ADNS) suite and Enterprise Pier ConnectivityArchitecture (EPCA), including support for installation, upgrades, and Tier 3 / Tier-4 system engineering.
This position will also support SCIP-IWF for voiceservices to fleet units; SHF, EHF (Legacy / FOT / NMT / TIP / ATIP), CBSP, INMARSAT,and other RF and IP / ATM systems (afloat / ashore).
FSEs will conduct on-site andremote troubleshooting and maintenance assistance for problems that crossmultiple systems, including ship-shore interfaces, and work with other subjectexperts and technical personnel to resolve issues.

Act as senior technical advisor to NCTS Bahrainmilitary personal, assuring continuity of all RF communications to deployedunits in C5F AOR.
Work with shipboard technicians, staff officers,NOC, NCTAMS, NCTS FSEs and military personnel to ensure successful RF cut-oversto new area of responsibility (AOR).

provide input for planning and execution of EHF SAA’s forlocal terminals and afloat users in the AOR, and review monthly EHF serviceplan (ESP) for NAVCENT prior to release to the Fleet.
Provides SME level troubleshooting of ADNS INC2and INC3 routing anomalies. This includes unicast and multicast routing supportneeded for BMD Multicast Tadil J traffic and Taclane specific Secure DynamicDiscovery end to end multicast packet delivery between ship and shore over allRF and pier connections.
Monitor and troubleshoot RF / ADNS / IP Networkperformance of ships receiving IP services. Ensure proper patching andperformance of Serial and ESEM / Ethernet connections for all ADNS types.
Thisincludes reviewing Performance Based Routing (INC3) and Policy Based Routing(INC2) and providing direction on making appropriate posture changes and neededadjustments to baseline required to support unique mission demands.
Provide OJT and mentorship on NCTS SATCOM systemsand network components for military technicians.

MINIMUM QUALIFICATIONS :
Education / Certifications : One year related experience may be substituted forone year of education, if degree is required.
DesiredEducation : Bachelor’s Degree in InformationTechnology or Bachelor’s Degree or Bachelor’s Degree in RF Engineering.
Bachelor’s degree may be substituted with eight (8) years of applicableexperience with the operation and maintenance of Navy afloat and ashore radiosystems.
Certification as IAT2 (per DoDInst 8750.1 and Navy guidance) with IA requirements (and CE requirements, ifapplicable) highly desired.
Certification or vendor training in one operatingsystem (Cisco, Linux, or Windows) required; multiple operating systems(Unix / Linux, CISCO or Windows) highly desired.
Four (4) years of direct workingknowledge with the operation and maintenance of Navy satellite systems (e.g.NMT, WSC-6, CBSP).
Four (4) years of direct experience with frequencymanagement and technical control of RF mediums between Navy platforms andterrestrial communication stations.
Experiencewith Advanced Digital Networking System (ADNS) all variants, and communicationsupport to military watch standers in support of U.
S. Navy communications atNaval Telecommunications Area Master Station (NCTAMS). Configuration andtroubleshooting of Circuit Emulation (CEM) circuits for ADNS INC II and INC IIIunits, i.
e. APTS Sailor Phones. Troubleshooting Load Balancing (PFR) issuesfrom units maintaining multiple RF missions. Capable of activating,maintaining, and troubleshooting various SHF, EHF, and UHF circuits for all DODactivities, CBSP connectivity from various Commercial Earth Stations and WGSconnectivity from various Teleport Earth Stations.
Activating and maintaining variousEHF TIP, and EHF Dual Simplex circuits for multiple ADNS variants. Assist withactivating, maintaining, and troubleshooting various Pier connections toinclude Legacy, High-Speed, and EPCA 2.
0.Engineer and implement new circuit requirements across multiple mediums,i.e. EHF Net and Fleet Broadcast extensions to various communication facilitiesvia Juniper CTP transport.
