Lead Static Equipment Engineer
Bahrain Petroleum Company (Bapco) has awarded WorleyParsons a Project Management Contract (PMC) for the Bapco Modernization Program.
This five-year program is designed to optimize the refinery configuration that would place Bapco amongst the most competitive and profitable refineries in the Middle East beyond 2020.
It is envisaged a total refinery throughput of 360,000 barrels per day and includes nine (9) new units being integrated with fourteen (14) existing units.
As the PMC contractor, WorleyParsons will assist Bapco to primarily manage, monitor and appraise the activities of the Front End Engineering Design contractor, Engineering, Procurement and Construction contractors, and other contractors engaged to execute the work.
The Lead Mechanical Static Equipment Engineer will oversee / monitor the EPC Contractor Mechanical Static Engineer’ s execution of mechanical engineering aspects of all plant static equipment.
This includes overseeing the EPC Contractor’s mechanical design to ensure technical and design integrity of the equipment.
The Lead Mechanical Static Equipment Engineer is to ensure that all EPC Contractor work is carried out in accordance with applicable codes and standards within the boundaries of the Project Basis of Design.
The Lead Mechanical Static Equipment Engineer is also required to ensure that efficient transfer of mechanical design and engineering aspects are maintained and carried forward from earlier project stages to the later project stages.
The Lead Mechanical Static Equipment Engineer’s role covers the FEED phase through to detailed design, construction, commissioning, start-
up and eventual handover of the plant to the Owner
Key Result Areas
Assist in definition of the mechanical static equipment scope of work for handover to EPC Contractor at start of project phase.
Monitor and oversee EPC Contractor’s mechanical activities to confirm :
oCorrect equipment selection for the process and mechanical duties.
oEnsure mechanical Static equipment philosophies, procedures and specifications cater for the required plant operating and design envelope.
oEPC Contractor design documentation status, to ensure works are to schedule and to desired quality.
Oversee and review production of EPC Contractor deliverables including :
oEquipment datasheets and specifications.
oEquipment requisitions and purchase orders.
Ensure open channels of communication with EPC contractor, and all relevant PMC subject matter experts.
Have detailed understanding and appreciation of the work scope.
Review design with knowledge of the engineering design sequence, and discipline interaction.
Able to develop and evaluate options, and implement solutions through project systems.
Monitor EPC Contractor mechanical progress and keep Engineering Manager informed as to status.
Assist Engineering Manager in timely completion of mechanical engineering scope and activities.
Ensuring quality assurance of deliverables through an established audit trail
Provide definition of the mechanical design scope of work to the Engineering Manager for handover at start of project phase.
Provide technical assistance to EPC Contractor when required.
Participate and contribute to tendering process for EPC Contractors.
Review all EPC Contractor design documents for compliance with Employer requirements and expectations, project codes, standards, procedures and regulatory requirements.
Participate in EPC Contractor technical bid evaluations for static equipment.
Participate in relevant EPC Contractor design / safety reviews e.g. Value Engineering, P&ID reviews, HazOps etc.
Provide prompt responses to actions from EPC Contractor design / safety reviews or other contractor queries.
Ensure timely response to, and implementation of, actions from design / safety reviews.
Assist Engineering Manager in review of mechanical static equipment related variation orders change orders and deviation requests.
Attend Factory Acceptance Tests and Site Acceptance Tests when required.
Attend major equipment pre-inspection meetings as required.
Prompt reporting of all known design changes to the Engineering Manager in relation to project execution, perform any other duties as instructed by the Engineering Manager.
Ensure that the EPC Contractor deliverables are checked against the documents finalised preceding each project phase. This is to ensure that all mechanical static equipment design and engineering aspects are efficiently transferred from one project phase to the next.
Assist the Engineering Manager in ensuring that at end of project all EPC Contractor mechanical Static equipment design data and deliverables have been completed as per Employer specifications and standards, and to ensure orderly data handover, project close-
out and archiving in accordance with Employer requirements
Knowledge Skills and Experience
Minimum of 15 years related industry experience.
Knowledge of analytical techniques required for mechanical design of static equipment for large scale refinery projects
Excellent knowledge of relevant API, ASME codes and standards.
Good level of computer literacy.
Previous experience in a PMC role
Bachelor of Engineering (Mechanical Engineering) or equivalent
